Federal Update: Congress Passes Appropriations Bill With Directive To Publish Personally-Identifiable Data of USDA Breeder Licensees

AKC thanks all concerned dog owners who contacted members of the Appropriations Committees in opposition to language that would require the re-posting of non-redacted USDA inspection reports on the USDA APHIS Animal Care (AC) online database. 

Despite significant advocacy efforts by AKC and outreach from concerned dog owners, language directing the USDA to publish certain personally-identifiable information in inspection reports of USDA breeder-licensees was added in last-minute negotiations to the final conference version of the FY 2020 Agricultural Appropriations bill. The measure passed both Houses ahead of the December holiday recess.

AKC agrees with USDA official guidance released in October 2019 that publication of licensees’ personally identifiable information is not necessary for advancing animal welfare. AKC also believes that privacy and protection issues related to the publication and redaction of certain privately identifiable information from the AC database in 2017 remain. It is unclear how USDA will implement this directive.
